Two towers, 648 suites and 2.66 acres on the Melaka coast, with the whole of Level 6 given over to a sea-facing pool deck. Four layouts, 495 to 990 sq.ft. Foreign buyers qualify here at RM500,000 — half the Kuala Lumpur floor.
Most of my Kuala Lumpur buyers meet the same wall: the Federal Territory will not let a foreigner buy below RM1,000,000, and Selangor doubles that. Melaka sets its strata floor at RM500,000. That single difference is why Tagbay is on this site at all — it opens a coastal, sea-facing address to buyers whose budget simply does not reach the Klang Valley.
What they are buying is a compact product, honestly described. Three of the four layouts are 495 sq.ft. one-bedroom suites; the fourth is a 990 sq.ft. two-plus-one. This is a holiday-let and second-home building on a coastline that draws Malaysian, Singaporean and Indonesian visitors year-round — Singapore is about an hour by air, Dumai in Sumatra about two hours by ferry, Kuala Lumpur about two hours by road.
Level 6 is the argument for the building. Rather than a token pool, the developer has given the entire podium to water: an infinity lap pool along the seaward edge, a linear pool, a shallow pool, two children’s water-play zones, a jacuzzi and a sun lounge, with the gym, steam room and games room opening onto the same deck.
Melaka sets the minimum purchase price for a foreign buyer of strata property at RM500,000 — the lowest of the states I work in, against RM1,000,000 in Kuala Lumpur and RM2,000,000 in Selangor. If you have been told you cannot buy in Malaysia on your budget, this is usually the reason that answer changes.
Infinity lap pool along the sea edge, linear pool, shallow pool, jacuzzi, sun lounge, Coral Sanctuary and Crabby Creek water-play, a crossing bridge and the Heart of Sea playground. The gym, steam room, karaoke and games room all open onto the same deck rather than sitting in a back corridor.
The two towers face Melaka Sea and Amber Cove on one flank and the Melaka Island and infinity pool outlook on the other, with a city aspect from the far end of Tower B. Which stack you take changes the view, the afternoon heat and the price. Ask before you pick a floor.
The developer proposes a daily shuttle, 7am to 6pm: Dutch Square, Dataran Pahlawan Melaka Megamall and Mahkota Medical Centre on weekdays, Casa Del Rio at weekends. For a short-stay letting proposition that connection to Jonker Street and the heritage core does real work.
There are 324 car park lots plus 13 OKU bays for 648 units, and the bay is not attached to the unit. On a holiday-let building that is defensible; if you intend to keep a car here permanently it is the first thing to settle, not the last. Message me and I will tell you what is actually available before you book.
Three of the four are the same 495 sq.ft. one-bedroom brief on different levels and aspects — PS on the pool deck, GS on the garden deck, SS on the typical floors. The ES is the only two-bedroom. Sizes are the developer’s.

Tower A runs to 28 storeys with 14 units a floor; Tower B runs to 29 with 14 a floor to Level 27 and nine on the top two, where the 990 sq.ft. layout sits. Levels 1 to 3A are car park; Level 6 is residences and the whole facilities deck.

The arrival sequence and the indoor rooms are at ground level; everything wet is on Level 6, arranged along the seaward face of the podium.

The site sits on the reclaimed waterfront beside Melaka Island and Amber Cove, with Encore Melaka and the river cruise jetty close by and the UNESCO old town a short drive inland. The proposed shuttle runs to Dutch Square and Dataran Pahlawan daily.

Melaka sets the lowest strata floor of the states I work in — RM500,000, against RM1,000,000 in Kuala Lumpur and RM2,000,000 in Selangor. Landed property in Melaka is RM1,000,000 and sits outside this development. On top of the purchase price a foreign buyer pays a RM5,000 state processing fee and, on the approval notice, a levy of 3% of the sale price or RM30,000, whichever is higher, plus the 8% transfer stamp duty from January 2026. State consent is granted case by case and usually runs one to three months after the SPA. I set the whole cash requirement out stage by stage before you commit to anything, and I confirm the live position with the developer’s solicitor for every foreign client.
On the Melaka waterfront, beside Melaka Island and Amber Cove, with Encore Melaka and the river cruise jetty close by. The UNESCO heritage core — Jonker Street, Dutch Square, St Paul's Church and A'Famosa — is a short drive inland, and the developer proposes a daily shuttle from 7am to 6pm serving Dutch Square, Dataran Pahlawan Melaka Megamall and Mahkota Medical Centre on weekdays, and Casa Del Rio at weekends. Yes, and this is the main reason buyers ask me about it. Melaka sets the minimum purchase price for a foreign buyer of strata property at RM500,000 — against RM1,000,000 in Kuala Lumpur and RM2,000,000 in Selangor. That is the lowest floor of the states I work in, and it puts a coastal address within reach of budgets the Klang Valley closes off entirely. State consent is still required and granted case by case, usually one to three months after the SPA is signed.
Four things. A RM5,000 state processing fee on the consent application. A state approval levy of 3% of the sale price or RM30,000, whichever is higher, payable on the approval notice. Stamp duty on transfer, which from January 2026 is a flat 8% for foreign buyers. And the usual legal fees on the SPA and the loan documentation, stamp duty on the loan agreement, and valuation and disbursement costs. I set all of it out as a total cash requirement by stage before you commit, because the Melaka levy in particular catches people out.
Four. Three are 495 sq.ft. one-bedroom, one-bathroom suites on the same brief: Type PS on the Level 6 pool deck, Type GS on the Level 6 garden deck, and Type SS on the typical floors — Tower A levels 7 to 28 and Tower B levels 7 to 29. The fourth, Type ES, is 990 sq.ft. with two-plus-one bedrooms and two bathrooms, and exists only on levels 28 and 29 of Tower B, nine to a floor. If a two-bedroom is what you want, ask early: there are eighteen of them in a building of 648.
There are 324 car park lots plus 13 OKU bays for 648 units, and the bay is not attached to the unit — it is a separate arrangement with the developer. I would rather you heard that from me now than discovered it at signing. For a coastal letting property served by a shuttle it is a defensible design; if you intend to keep a car here permanently, settle it before you pay a booking fee. Message me and I will tell you what is actually available against the stack you want.
Effectively the whole building's social life. On the water side: an infinity lap pool along the seaward edge, a linear pool, a shallow pool, a jacuzzi, a sun lounge, a crossing bridge, and two children's water-play zones — Coral Sanctuary and Crabby Creek. On the dry side: the gymnasium, steam room, karaoke and games room, Pool Pavilion, Clam Pavilion, a garden walking path, the Heart of Sea playground and a halal and non-halal BBQ area. The ground floor carries the arrival sequence, grand lobby, multipurpose hall and indoor kid's play zone.
The two towers face Melaka Sea and Amber Cove on one flank, and Melaka Island and the infinity pool on the other, with a city aspect from the far end of Tower B. Tower A is 28 storeys with 14 units a floor; Tower B is 29 with 14 a floor up to level 27 and nine above. The sea stacks carry the view and price accordingly. Tell me whether the view, the afternoon sun or the price matters most to you and I will tell you what is open on that side.
The developer states 36 months from the advertising permit rather than a calendar date, which is how a project at this stage is normally expressed. That means the clock has not formally started until the permit is issued, so treat any date you are quoted as an estimate until you see the permit itself. The liquidated ascertained damages clause in the SPA is your protection if the date slips, and I go through it with every buyer before signing.

The public material I have does not carry the developer's licence number or the advertising and sales permit number, and I am requesting both. Ask for a copy of the current licence and permit before you pay a booking fee — on this or any development. I request them as a matter of course for every client.
Pricing is released on application rather than published here, and it moves by tower, by height and by which way the stack faces. WhatsApp me and I will send the developer's current price list, tell you which layouts and aspects are still open, and set out the full cash requirement stage by stage — including legal fees, stamp duty, the progressive payment schedule, and for a foreign buyer the RM5,000 processing fee, the state approval levy and the 8% transfer rate.
